I have done both. Senior commercial and trading roles at Sky Bet and William Hill, buying and activating rights. Technical director inside a professional football club, selling them. Currently fractional Chief Revenue Officer for a US sportsbook, building a commercial operation from launch.

Where the job is to bring in revenue, I will take part of my fee as a share of what I bring in. You pay it out of money the organisation did not have before.
